Electricity

There is one primary electricity provider in Israel. Bills are comprised of a monthly fee and a Kilowatt-per-Hour (KwH) rate, based on usage. Electricity bills are bimonthly.

How to switch your electricity bill to your name:

  1. Read the current electricity measure on your apartment’s electricity meter. (If you can’t find it ask the landlord.)
  2. Call 103, and provide your Contract Number, your name and Teudat Zehut or passport number, and your current electricity measure.

There is a one-time fee for transferring your electricity contract. It will be added to your next utilities bill.

Lone Soldiers Discount on Electricity

Lone Soldiers are eligible for a 50% discount off the first 400 KwH each month, for up to 120 NIS monthly, or 240 NIS off the entire bill. To receive this discount, your name must be the primary name on the electricity contract. Only one person may be the primary name on the utilities contract at any time.

Gas

Gas is used in your stovetop, central heating, and in some apartments to power your hot water tank. While most apartments have a central gas tank which is refilled automatically by the gas company, some places have a private gas tank, which you need to arrange to be refilled. Gas bills are bimonthly.

There are three major gas companies in Israel.

Water

Water in Givat Shmuel is handled by the Givat Shmuel municipality, and included in the bimonthly Armona bill. In some apartments a separate bill for hot water consumption is sent out as well.

Your water bill is made up of three components:

Personal Consumption (צריכה פרטית) – your apartment’s personal water usage, the difference between the current bill’s meter reading, and last bill’s.

Water for personal consumption is usually billed at two rates: a cheaper rate for monthly allotted water, based on the amount of people registered to live in the apartment, and an overage rage. To ensure you are given the correct amount of monthly allotted water at the cheaper rate, it is very important for everyone living in the apartment to register their address for the municipality’s water bill.

Shared Consumption (צריכה משותפת) – your building’s water usage not associated with any of the apartments, divided evenly among all the apartments in your building.

Sewage (ביוב) – the water in your apartment used for sewage.

How to switch your water/ Arnona bill to your name:

  1. Gather your contract, sublet agreements (if relevant), and copies of everyone’s Teudat Zehut and Sefach.
  2. When applying for an Arnona discount:
    1. Olim Chadashim should bring their Teudat Oleh.
    2. Lone Soldiers should bring copies of their Ishur Chayal B’Sadir, and Ishur Chayal Boded.
  3. Visit the Collection Department (מחלקת גבייה) at the Givat Shmuel Municipality.

To be registered on the water / Arnona bill, your name must appear on the contract or sublet agreement. In addition, you must have updated your Teudat Zehut’s Sefach to your current address.

Arnona

Arnona – municipality tax – is bimonthly, and usually included with the water bill. Your Arnona bill is determined based on the size of your apartment.

Olim Chadashim are offered a 90% discount on Arnona, on up to 100 square meters of their apartment, for a full year during the first two years of Aliyah. Lone soldiers are given a 70% discount (90% if they live in an apartment with 5 or more residents), until four months after their army service.

These discounts are applied based on the amount of people with whom they share the Arnona bill. As such, it is important to consider the implications of adding roommates to the Arnona bill.

As of 2014, university students in Givat Shmuel are not eligible for Arnona discounts
